Request for Proposals
HTA regularly issues open solicitations – Requests for Proposals (RFP), Requests for Qualifications (RFQ) and Invitations for Bids (IFB) – to secure professional services from qualified contractors in support of HTA’s mission on behalf of the State of Hawai‘i.
HTA is committed to a solicitation process that is comprehensive, fair and impartial. The process is overseen by an attorney trained in government procurement and contracts. All applicants are subject to the same rules and restrictions to ensure the integrity of the process. Evaluator identities are kept confidential during the procurement process, and individual evaluator scores are not shared in order to avoid undue influence. Proposal requirements and the steps in the evaluation process are explained in detail to prospective applicants, and the applicants who do not win are provided with their final evaluation score breakdown in comparison with the winning score in order to provide context and to ensure transparency. Through its commitment to integrity and transparency, the HTA is able to gain trust in the vendor community thus increasing competition, resulting in better quality and value for the State of Hawai‘i.

The Native Hawaiian culture holds significant historical and cultural importance. As stewards of this heritage, it is imperative to create a platform that accurately represents Native Hawaiian cultural practitioners and organizations, and facilitates partnerships with the visitor industry. The database aims to foster connections, promote cultural exchange, and ensure respectful engagement with Native Hawaiian traditions.
Request for Quotation (RFQ) No. 24-14 for the Maʻemaʻe Program - ʻŌlelo Hawaiʻi AutoCorrect Tool (HIePRO Solicitation No. Q24002303)
The HTA is issuing a request for quote (RFQ) to seek a contractor to develop an ʻŌlelo Hawaiʻi Autocorrect Tool, designed to provide accurate autocorrection suggestions for text written in the Hawaiian language. ʻŌlelo Hawaiʻi, the Hawaiian language, is an official language of the state of Hawaiʻi and holds significant cultural importance. As the usage of the Hawaiian language continues to grow, there is a need for technological solutions that support its use in digital communication. The tool aims to foster connections, promote authentic cultural representation, and ensure respectful engagement with the Native Hawaiian language.
