The safety and security of both residents and visitors are always HTA’s top priorities.

Safety & Security

HTA funds safety and security initiatives vital to residents and visitors statewide. It is a commitment HTA is proud to uphold to help make Hawai‘i’s communities stronger.

One such program is the Visitor Assistance Program, an essential program that, in 2021 we assisted over 3,500 visitors who required support to deal with a personal crisis or were victims of a crime.

Another important safety program HTA supports is the Junior Lifeguard Program, which is offered each summer. This innovative program partners with Hawai‘i lifeguards in the four island counties to teach more than 2,000 Hawai‘i teens about ocean safety and water safety rescue skills – knowledge they will carry with them for life and can share with others.

HTA also supports the State of Hawai‘i, Department of Health’s Advisory Committee on Drowning and Aquatic Injury Prevention. It is imperative that HTA collaborate with other departments and experts in the private sector on preventing these types of tragedies from occurring.

Snorkel Safety Study

The HTA contracted with the Hawaiian Lifeguard Association to conduct a snorkel safety study. This two-year study was designed to assess the causes and risk factors in snorkel-related fatalities and near fatal drownings. The Hawaiian Lifeguard Association (HLA) collected and analyzed data, conducted scientific research, conducted surveys and interviews, and consulted with experts in the appropriate fields. The State of Hawai‘i Department of Health and the City and County of Honolulu lifeguards collaborated on the study as well.
